Gulsvik is one of the country's leading procurement lawyers and has worked extensively with procurement law and contract law for several years. He is currently a board member of KOFA (the Norwegian complaints board for public procurement). Gulsvik is used to handling large and complex procurement projects both at the buyer and supplier side, and during the procurement and at the complaints/dispute stage.

Gulsvik has been responsible for external procurement assistance to two of Norway's largest procurement clients, the Ministry of Defence and Hospital Procurement Trust (Sykehusinnkjøp - which purchases for all Norwegian hospitals). Together, these two account for more than 10% of all public procurement in Norway in terms of value. Gulsvik was also responsible for assistance to, among others, Norges Bank, the Ministry of Foreign Affairs, the Directorate for Digitalisation (formerly Difi, the Government's advisory body for public procurement).

Gulsvik has also previously assisted the Norwegian parliament. Gulsvik has worked within numerous sectors including health, defence, ICT, transport, staffing, construction and waste.

Lectures list

Alf Amund is a lecturer and examiner at the law faculties at the University of Oslo and the University of Bergen. He holds annually courses for JUS, including an update on KOFA practice at the annual procurement seminar. In addition, he regularly holds various courses for clients.
