Reidar Sverdrup regularly provides consultancy regarding the legal aspects of real estate, planning and building law, construction law for land owners, developers, construction clients, consultants, architects, contractors, development companies and municipal/county authorities, where his areas of specialisation are issues concerning privilege of responsibility, regulation and construction cases. Much of the assistance he provides is linked to issues regarding the development and administration of property, such as the preparation of site plans and construction contracts, building permit and exemption applications, complaints, registration in land registers, conversion into individual units and land consolidation, purchase/sale and leasing, as well as licensing, soil pollution, ground leases, conveyance of property, public registration, etc. Reidar is also often called upon for assistance in issues linked to construction and consultancy contracts, project execution and final settlement.
In addition, Reidar Sverdrup is responsible for large sections of the publication Ansvarlig søker – En veiledning [Responsible applicant – A guide], on commission from Consulting Architects in Norway. The publication is currently being revised for a new edition.
Reidar Sverdrup is often invited to give lectures and hold courses in planning and building law and construction law for public and private sector clients, including sector organisations such as the Norwegian Society of Graduate Technical and Scientific Professionals/The Norwegian Society of Engineers and Technologists (TEKNA/NITO), the National Association of Norwegian Architects (NAL), the Center for Continuing Legal Education (JUS) and the Norwegian Bar Association. He is therefore fully familiar with the comprehensive regulations that govern what is required in the area of new builds and refurbishment of existing buildings, including the system of privilege of responsibility.
Reidar Sverdrup regularly argues cases before the courts, primarily in the areas of building and construction law, contract law/professional liability, property law and planning and building law.
Reidar Sverdrup was Head of Department at the City of Oslo Agency for Planning and Building Services, Supervision Department, until he joined Kluge in 2006. Through his work at the City of Oslo, he gained in-depth knowledge of municipal administration in general, and of the processing of planning/building cases, the system of privilege of responsibility, supervision and following up on illegal practices in particular. During his national service with the Norwegian Defence Construction Service (as was), Reidar was involved in particular in issues of planning and building law linked to the Norwegian Armed Forces’ business in general and the development and sale of Armed Forces’ property in particular.
