Clemens har jobbet mer enn 8 år i EU-kommisjonen med statsstøtte og fusjoner i konkurranseavdelingen. Han har også erfaring fra ESA hvor han særlig jobbet med statsstøtte.

Clemens er utdannet ved universitetet i Innsbruck. Han har en mastergrad i rettsvitenskap og en doktorgrad i Europeisk rett. I tillegg har han en LLM i internasjonal handel, IP, bioteknologi og konkurranserett fra universitetet i Toronto.
